The Color Home Le Ho project was approved by the Ha Nam Provincial People’s Committee under Decision No. 1036/QD-UBND dated September 11, 2023, and the investor was officially recognized under Decision No. 2846/QD-UBND dated December 29, 2023. This is a social housing project with a total investment of VND 1,023 billion, planned on an area of over 12 hectares. It will provide 587 terraced houses and 476 high-rise apartments, integrated with a comprehensive system of on-site amenities such as children’s playgrounds, green parks, community spaces, kindergartens, commercial and service areas, and parking facilities.

Speaking at the ceremony, comrade Tran Xuan Duong, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, emphasized: In line with Directive No. 34 of the Party Secretariat and Decision No. 338 of the Prime Minister on social housing development, Ha Nam Province has been actively implementing comprehensive solutions to achieve the goal of building at least 12,500 social housing units by 2030. Of this, approximately 4,000 units are to be completed in the 2021–2025 period, and around 8,500 units in the 2026–2030 period.

In recent years, Ha Nam has actively mobilized resources, accelerated administrative reforms, and created favorable conditions for investors to implement social housing projects. In 2025, the province aims to complete seven projects with nearly 4,000 social housing units—exceeding the target of 336 units assigned by the Prime Minister for the year. Since the beginning of 2025, two social housing projects have already broken ground in the province. The commencement of the Color Home Le Ho Social Housing Project in Kim Bang Town holds particular significance as a concrete step in realizing the province’s social housing development strategy. It addresses the urgent housing needs of workers and laborers, especially as Kim Bang I Industrial Park and Le Ho Industrial Cluster are emerging as attractive destinations for domestic and foreign enterprises, expected to draw around 20,000 workers to live and work in the area.

The Vice Chairman of the Provincial People’s Committee expressed his hope that this project will establish a model social housing community that is modern, well-integrated in both technical and social infrastructure, and that contributes to a stable and supportive living environment for workers and laborers. He also called on provincial departments, agencies, and local authorities to continue to support the investor throughout the project’s implementation—ranging from site clearance and infrastructure connectivity to administrative procedures—ensuring that the project is executed efficiently, safely, and on schedule.
